Welsh landlords face £5,000 fines as licence renewals due

Landlords and letting agents operating in Wales are being reminded to check their Rent Smart Wales licence renewal dates, with penalties of up to £5,000 for non-compliance as the scheme enters its tenth year.

The National Residential Landlords Association (NRLA) has issued guidance warning that many licence holders who registered during the initial 2016 grace period are now approaching their second renewal cycle. The Rent Smart Wales scheme was introduced in November 2015, with a one-year registration window for property professionals to comply.

Enforcement action

Since the scheme’s implementation, enforcement has resulted in 355 prosecutions of landlords and agents, with £53,600 recovered through Rent Repayment Orders, according to figures cited by the NRLA.

The organisation stated: “Many will now be approaching – or may already have passed – your second renewal date.”

Licence renewal costs range from £257 to £327, depending on the application method. Early renewal discounts are available for those who submit applications at least 42 days before their licence expires.

Compliance requirements

To renew a licence, holders must demonstrate completion of mandatory training covering legal obligations and responsibilities under Welsh housing law. Licence holders can verify their renewal date by accessing their Rent Smart Wales account dashboard.

The regulatory framework in Wales contrasts with approaches in other UK regions, where licensing requirements vary significantly. While Wales operates a national scheme, England has seen a patchwork of selective and additional licensing schemes introduced at local authority level.

The Welsh scheme applies to all landlords and agents operating rental properties in Wales, regardless of portfolio size. With the second renewal cycle now underway, compliance monitoring is expected to intensify as authorities seek to maintain registration levels achieved since the scheme’s launch.
