A Norfolk-based estate agent has pleaded guilty to defrauding landlords and tenants of nearly £50,000 over a seven-year period, raising concerns about client money protection in the lettings sector.
Victoria Steele, 51, admitted to 19 counts of fraud by false representation at Norwich Crown Court relating to her operation of eHomes, a Swaffham-based estate and lettings agency. The charges followed complaints from landlords who reported unpaid rent and tenants whose deposits were not protected in tenancy deposit schemes as required by law.
Investigation and victims
Norfolk Police launched an investigation in 2018 after approximately 40 individuals and organisations reported losses to authorities and Action Fraud. The victims included private landlords, a landlord recovering from cancer, and a Methodist church.
The offences occurred between November 2011 and June 2018, during which Steele served as director and sole shareholder of eHomes, formerly known as Prestige Properties Limited. Individual victims lost varying amounts, with some defrauded of more than £4,100. The total sum involved reached £47,685.

The case highlights ongoing concerns about client money protection in the lettings industry, an issue that has gained attention as UK property transactions stabilise following recent market volatility. The failure to protect tenant deposits in government-approved schemes represents a breach of regulations introduced to safeguard renters.
Steele, of Holme Hale near Necton, admitted dishonestly obtaining funds for personal gain. She is scheduled to be sentenced on 1 September. eHomes ceased trading in 2018, and the company was formally wound up in 2019.
The prosecution comes as the property industry continues to adopt new technologies, with some estate agents trialling AI photo enhancement for listings to improve transparency and service standards.
